How are NFL owners involved in league decisions?

NFL owners exercise league authority through votes by the 32 member clubs. Major matters can include playing rules, bylaws, policies, ownership transfers, team relocations, collective business arrangements, and other league-wide decisions.

Committees study subjects and make recommendations before many votes. For example, the Competition Committee reviews competitive issues and presents proposed playing-rule changes to the clubs; adopting such a change requires support from at least 75 percent of the owners, or 24 of 32 clubs.
