Who runs the NFL?
The NFL's 32 member clubs collectively govern the league, and Commissioner Roger Goodell leads the league office. Club owners vote on major league matters, including playing-rule changes, ownership transfers, and relocation proposals.
The commissioner and league staff administer league policies and operations, negotiate and manage shared business arrangements, support football operations, and exercise authority assigned by the NFL Constitution and Bylaws. Each club separately manages its own team operations within league rules.
